The best Puerto Rico itinerary for seven days uses two bases. San Juan takes the first three nights, then the east coast around Fajardo or Ceiba takes the rest. That order fits Old San Juan, El Yunque, Culebra, Vieques and a bioluminescent bay into one week. Ponce and the west coast are extensions, not requirements.
We have travelled the Caribbean islands, Puerto Rico among them. The rule that holds from island to island is to base in two places, not four. I would settle the rental-car question before booking anything else, because it decides which days you can stack. Every status below is what the agency page said on October 3, 2026, so recheck it before you go.
Puerto Rico itinerary 7 days
The week runs in four blocks. Two San Juan days come first, then a rainforest day on the way east. Two island days from Ceiba follow, with a spare day to absorb weather. The table shows the base, the transport and the cost each agency lists. If you are still choosing an island, start with our best Caribbean islands comparison.
| Day | Base | Plan | Transport | Cost as listed |
|---|---|---|---|---|
| 1 | San Juan | Arrive, then an evening walk in Old San Juan | Taxi or rideshare | No entry fee for the streets |
| 2 | San Juan | El Morro and San Cristóbal forts | On foot | $10 adults, valid 24 hours; children 15 and under free |
| 3 | San Juan, then east | El Yunque in the morning, then the coast | Rental car | PR 191 corridor free |
| 4 | Fajardo or Ceiba | Culebra and its beaches | Ceiba ferry, about 45 minutes | $2.25 adult one way |
| 5 | Fajardo or Ceiba | Vieques, then a bay tour after dark | Ceiba ferry, about 30 minutes | $2.00 adult one way; bay tours $48 to $76 |
| 6 | East, then San Juan | Spare beach day or Laguna Grande | Rental car | Tour range as above |
| 7 | San Juan | Fly home | Airport | None |
The fort fee is from the National Park Service and the corridor from the Forest Service. The ferry fares are from the Puerto Rico ferry authority, and the tour range is from Discover Puerto Rico.
Puerto Rico Old San Juan itinerary
Spend the first evening walking, not touring. The old city is small. The cobbles are harder on feet than they look. Our Old San Juan guide has the full walking list.
Day two belongs to the forts. The National Park Service fee page lists San Juan National Historic Site at $10 for adults. That is valid for 24 hours across both fortifications, and children 15 and younger are free. The park does not accept cash, so bring a card.

Confirm opening hours with the park before you plan the day. Start at El Morro, the headland fort at the harbor mouth, then walk the old city to San Cristóbal. It is a long day on stone, so carry more water than feels sensible.
Puerto Rico itinerary no car
You do not need a car for days one and two. Taxis, rideshares and public transport cover San Juan, and the old city is a walking trip. Beyond the city, Discover Puerto Rico says renting a car is your best option.
I would collect the car on the morning of day three and return it at the airport on day seven. The island ferries do not take rental cars, so it sits at the mainland end on days four and five. Ask your lodging about parking before you book.
El Yunque is under an hour from San Juan, and the Ceiba ferry terminal is about an hour and a half. The whole island is five to six hours end to end. Allow extra time on every drive.
El Yunque Puerto Rico itinerary
Give El Yunque the morning of day three, and arrive early. On October 3, 2026, the Forest Service conditions page said entry to the PR 191 recreational corridor is free. It listed no reservation requirement and hours of 8:00 a.m. to 5:00 p.m. It also said visitor capacity is managed because of limited parking and construction.

The alerts page still listed the La Mina and Big Tree trails as closed on that date. It also said the corridor and El Portal are not rideshare pick-up points. Do not count on an app to get you out. El Portal closes each year for maintenance, and in 2026 that closure ran September 8 to 20. Reservation rules for the corridor have changed more than once, so check the Forest Service page and recreation.gov before you drive out.
Our El Yunque guide covers the trails and the waterfalls in detail. On the way east, the Luquillo kiosks are the stop for fritters and cold beer. Discover Puerto Rico lists them as essential eating for the east region.
Culebra Puerto Rico itinerary
Day four is Culebra. The Ceiba terminal sits at the former Roosevelt Roads naval base. Discover Puerto Rico puts the crossing to Culebra at about 45 minutes. The ferry authority’s rate page, updated May 18, 2026, listed an adult one-way fare of $2.25. Children 4 to 12 and seniors 60 to 74 paid $1.00.
The same page allowed one small carry-on per passenger. It said vehicles can board only if they belong to a Culebra or Vieques resident. Discover Puerto Rico adds that a $2 fee applies to reach Culebra by air or sea as of March 2025. Arrive an hour early on weekends and holidays.

Our Flamenco Beach guide covers the beach, the golf-cart question and the snorkeling. Flights from San Juan are the alternative, at about 30 minutes to Culebra per Discover Puerto Rico. I would take the early ferry and leave the afternoon loose.
Puerto Rico Vieques itinerary
Vieques is day five and the better overnight if you want the bay. The Ceiba crossing takes about 30 minutes, and the ferry authority listed an adult one-way fare of $2.00. Vieques to Culebra is a separate leg at the same $2.00 fare.
Discover Puerto Rico says both islands rent cars, Jeeps, scooters and golf carts. Leave the mainland car behind. If you want the bay tour, sleep on Vieques rather than racing a late ferry. Our Vieques bay guide has the island side in full.
Puerto Rico bioluminescent bay
Puerto Rico has three bioluminescent bays. They are Mosquito Bay on Vieques, Laguna Grande at Fajardo and La Parguera at Lajas. Discover Puerto Rico says Mosquito Bay is kayak-only and Laguna Grande is closest to San Juan. La Parguera is the only one that allows motorboats, and its guide lists tours at $48 to $76 per person.

The glow needs a dark sky. Discover Puerto Rico says to book on new-moon nights and avoid full moons and cloudy weather. Skip bug spray and sunscreen before a tour. One of its pages suggests calling ahead to confirm the brightness has been above 30%. I would book the bay on the darkest night in your window and fit the island days around it.
Swimming is the one place the official pages disagree. One says it is prohibited at all three bays. Another says La Parguera usually allows it, so ask the operator. Neither allows swimming at Mosquito Bay or Laguna Grande.
Ponce Puerto Rico itinerary
Ponce is the extension: add two nights and the south coast. Discover Puerto Rico calls it the second-largest city on the island. It puts the drive from San Juan at about 90 minutes on the PR-52 expressway. It is the Museum City, and the center is built around Plaza Las Delicias.

The plaza holds the old fire station Parque de Bombas, the cathedral and the lion fountain. The Museo de Arte de Ponce holds more than 4,500 works. Discover Puerto Rico noted a reconstruction with adjusted hours, so check before you plan around it. Hacienda Buena Vista, the 19th-century coffee plantation, requires advance booking for guided tours.
Caja de Muertos island lies eight miles off the coast, with beaches, trails and a lighthouse. That is a boat day, so treat it as an add-on for a third night.
Puerto Rico west coast itinerary
The west is the beach alternative to the east. Discover Puerto Rico calls it the surfing capital of the island. Rincón is about two and a half hours from San Juan’s airport, and 45 minutes to an hour from Aguadilla’s. Flying into Aguadilla and out of San Juan saves the drive back.

Rincón is on the westernmost tip of the island, and Discover Puerto Rico calls it the town of beautiful sunsets. Its page lists Maria’s, Sandy, Tres Palmas and Domes among the beaches where surfers gather. It also mentions migrating whales in winter and the Tres Palmas Marine Reserve for snorkeling.
Check the Río Camuy Cave Park before you plan around it. In early October 2026 Discover Puerto Rico’s article said the park was closed until further notice.
Puerto Rico hurricane season
The Atlantic hurricane season runs June 1 to November 30. The National Hurricane Center puts the peak at September 10, with most activity between mid-August and mid-October. An October or November trip is still inside the season. Our best time to visit the Caribbean guide covers the weather by month.
Power is the other planning note. Discover Puerto Rico posted a travel update on April 17, 2025, after an island-wide outage on April 16. It said restoration would take 24 to 48 hours. It said the San Juan airport stayed operational and many hotels run generators.
I would book changeable lodging and carry a charged battery bank, which our Caribbean packing list covers. Puerto Rico is a US territory, so it does not appear on the State Department’s travel advisory list, which covers foreign countries.
How many days do you need in Puerto Rico?
Seven days is the right length for the plan above. Five is the minimum for San Juan, El Yunque and one island. Add two days for Ponce or the west coast.
Is 4 days enough in Puerto Rico?
Four days covers Old San Juan, El Yunque and one island day from Ceiba. It will not fit the south coast or the west. Drop the second island and keep the bay if the moon allows it.
Do you need a passport to go to Puerto Rico from the US?
Discover Puerto Rico’s own site says “No Passport, No Problem” for travelers flying in from the US. Visitors who are not US citizens should confirm their entry rules before booking.
Do you need REAL ID to fly to Puerto Rico?
TSA says that beginning May 7, 2025, every air traveler 18 and older needs a REAL ID-compliant license or another acceptable ID. A valid passport counts. That applies to flying within the United States. Check your own airline’s page for your flight.
Can you swim in the bioluminescent bay in Puerto Rico?
Not reliably. Discover Puerto Rico’s pages disagree about La Parguera. Neither allows swimming at Mosquito Bay or Laguna Grande, so ask your tour operator.
Is Puerto Rico worth visiting?
I think it is one of the easiest Caribbean trips to plan from the mainland. US travelers need no passport, and there is enough variety to fill a week. Discover Puerto Rico lists over 400 weekly flights from US cities. For a family version, see our family Caribbean guide.
